SECC Organization & Leadership
Origin Governor James B. Hunt Jr. established the State Employees Combined Campaign in 1984 through Executive Order. The SECC is also established in the Department of Administration by statute and governed by campaign regulations outlined in the North Carolina Administrative Code, Title I, Department of Administration, Chapter 35.
The purpose of the State Employees Combined Campaign is to allow State employees the opportunity to contribute to charitable organizations in an orderly and uniform process. The campaign is the only authorized charitable fund-raising campaign permitted to solicit monetary contributions in the State employee workplace.
Structure Each year the Governor appoints a State Chair from the Cabinet, Council of State, System of Community Colleges or University System. The 2007 State Chair is Robert Powell, North Carolina's State Controller.
The State governing body is the SECC Advisory Committee, which serves at the pleasure of the State Chair. The committee consists of approximately 30 State employees who serve four-year staggered terms. Any member may be reappointed at the end of their term. No member shall serve more than two consecutive terms of four years.

Statewide Campaign Organization The United Way of North Carolina serves as the Statewide Campaign Organization on behalf of the State of North Carolina. The organization employs full-time staff, including an SECC Executive Director, to provide support to the State Chair and SECC Advisory Committee; develops a campaign plan; prepares a budget; cultivates leadership and regional management; trains campaign volunteers and staff; produces and distributes all campaign materials; plans events such as a statewide end-of-campaign celebration and awards ceremony; serves as the financial administrator; and maintains all campaign records. The Statewide Campaign Organization must meet the eligibility criteria in the campaign regulations and is contracted by the State Chair.
